　　摘 要
 

　　举国体制是我国在计划经济的背景下，为快速提高竞技体育水平而逐步确立的一种的体育管理体制。纵观我国的体育发展历史可以看到，我国的体育发展水平之所以能够在短短几十年之间取得惊人的成就，举国体制无疑发挥着巨大的作用，但是随着时代的进步，我国的国家经济实力不断上升，人民对于体育的需求也变得更加多样化，这种计划经济背景下的竞技体育管理体制急需改革和突破。

　　如何让原有的发展运行机制更加适应新形势的转变，把充分利用社会主义的制度优势和市场条件下合理高效分配资源的作用相融合，举国体制还要不断的完善和创新。

　　本文意图通过全面研究我国竞技体育管理体制的形成因果关系，结合其当前改革发展的状况，以及目前仍待解决的矛盾，同时，通过与国外体育管理运行制度相比较，预测我国体育未来改革发展的整体方向，探讨我国在新的历史时期进一步进行体育体制改革的思路。

　　经过研究得出以下结果：就当前的形势来看，举国体制对竞技体育的提升依旧有推动促进作用，过快向市场化转变必然会引发严重后果。如果竞技体育贸然向着市场化转变，在没有国家力量的干预之下，很多竞技体育项目积累的优势会在短时间内消失殆尽。另一方面，我国政府经营多年的体育人才训练体系和三级训练网络，也是其稳步提升的重要保证。所以在一定时间内，我国政府占主导地位的管理运行模式还会存在。现行的举国体制仍需在一段时期内坚持和完善，在新的历史时期内赋予其新的内涵，在发展中求创新，用合理的手段向市场化的发展方向过渡，依据国情需要，遵从体育事业发展的客观规律，逐步转变政府职能，渐进式的下放权力给社会，充分利用市场手段促进体育事业发展，把宏观调控和市场分配相结合，提高资源分配效率，完善相关法律法规，建立良性可持续发展的运行制度，彻底解决我国体育事业运行发展中的突出矛盾。

　　根据上述研究结果，提出以下建议：（1）全面建立新型竞技体育发展价值观念。（2）加快政府职能转变，提高政府主导下的资源配置效率。（3）提高社会参与度，形成政府与社会相互补充的新局面。（4）加强体育人才培养，建立竞赛与训练的新模式。(5) 进一步调整竞技体育整体布局。（6）健全法律法规，完善社会保障体系。

　　Abstract

　　The nationwide system is a kind of sports management system graduallyestablished in order to rapidly improve the level of competitive sports under thebackground of the planned economy. Looking at the history of sports development inour country, we can see that China’s level of sports development has been able toachieve amazing results in just a few decades. The nationwide system hasundoubtedly played a huge role, but as the times progress, our country’s As thecountry’s economic strength continues to rise and people’s needs for sports havebecome more diversified, the competitive sports management system under thisplanned economy is in urgent need of reform and breakthrough. How to make theoriginal development and operation mechanism more adaptable to the changes in thenew situation, integrate the full use of the advantages of the socialist system and therational and efficient allocation of resources under market conditions, and thenationwide system must continue to improve and innovate.

　　This article intends to comprehensively study the formation of causality inChina's competitive sports management system, combined with its current status ofreform and development, as well as the current still to be resolved contradiction, andat the same time, through the comparison with foreign sports management andoperation system, to predict the future reform and development of China's sports Theoverall direction is to explore the ideas for further sports system reform in Chinaduring the new historical period.

　　After researching, the following results are obtained: From the current situation,the promotion of competitive sports in the nationwide system still has an impetus topromote. The transition to marketization too quickly will inevitably lead to seriousconsequences. If competitive sports are shifting towards marketization, without theintervention of national power, the advantages accumulated by many competitivesports events will disappear in a short time. On the other hand, the sports talenttraining system and tertiary training network operated by the Chinese government formany years are also important guarantees for its steady improvement. Therefore, in acertain period of time, the mode of operation of the government, which is dominatedby our government, will still exist. The current nationwide system still needs to bepersisted and improved within a certain period of time, giving it new connotations inthe new historical period, seeking innovation in development, and transitioning to amarket-oriented development direction with reasonable means, in accordance with theneeds of the national conditions, complying with sports. The objective laws of careerdevelopment gradually transform government functions, gradually decentralize powerto the society, make full use of market means to promote sports development,integrate macroeconomic regulation and market distribution, increase the efficiency ofresource allocation, improve relevant laws and regulations, and establish benignnature. The continuous development of the operating system completely resolves theoutstanding contradictions in the development of the sports industry in China.

　　Based on the above research results, the following suggestions are proposed: (1)Completely establish the concept of new competitive sports development. (2)Accelerate the transformation of government functions and improve the efficiency ofresource allocation under government-led conditions. (3) Improve social participationand form a new situation where the government and society complement each other.

　　(4) Strengthen the training of sports talents and establish a new model of competitionand training. (5) Further adjust the overall layout of competitive sports. (6) Improvelaws and regulations and improve the social security system.
